Improving home care in Paris.

ISSUE/PROBLEM: Bettering existing specialized home care service in order to facilitate discharge from hospital and keep chronic patients at home, while reducing dependence. DESCRIPTION OF PROJECT: VLS developed in January 89 a project based on a comprehensive approach to PWA needs. A specialized service was created in March 90, employing nurses, nursing auxiliaries and home-helps. To improve the quality of service, social workers have been hired to provide assistance and emergency benefits. Basic help to better PWAs houses fitting out is given by volunteers on a regular basis. Palliative care is provided to people who prefer to die at home. RESULTS: From March 90 to Dec. 92, 730 requests have been registered and 397 patients admitted. The improvement of social benefits availability for PWA (51% of PWA admitted in 92) enabled a greater number of people to stay at home and recover autonomy. CONCLUSION: To improve the quality of home care, it is necessary to provide not only basic health care, but also psychological support, assistance in claiming social benefits. The staff needs continuous professional training, psychological support and counselling.
